Functional Statement

VFUNCTIONAL STATEMENT

To be able to  to peform the duties and functions provided by the Local Government Code of 1991 for effective and economical governance  for the general welfare of the  city and the inhabitants, the following are the functional statement of  each offices, to wit :


A. OFFICE OF THE CITY MAYOR 

Function:   General Public Service

The City Mayor, as Chief executive of the city, shall exercise such powers and perform such duties and functions provided by the Local Government Code of 1991 and other applicable laws;  For efficient, effective and economical governance and for the purpose of the general welfare of the city and its inhabitants pursuant to Section 16 of the Code, the City Mayor shall:

1.   Exercise general supervision and control over all programs, projects, services and activities of the city.

2.   Enforce all laws and ordinances relative to the governance of the city and in the exercise of the appropriate corporate powers provided in Rule IX of these Rules, implement all approved policies, programs, projects, services and activities of the city.

3.   Initiate and maximize the generation of resources and revenues, and apply the same to the implementation of development, plans, programs objectives and priorities as provided in Section 18 of the Code, particularly the resources and revenues programmed for agro-industrial development and countryside growth and progress; and

4.   Ensure the delivery of basic services and the provisions of adequate facilities as provided in Rule V of the these Rules.  <top>

A. 1.   INFORMATION TECHNOLOGY DIVISION

The Information Technology Division under the Office of the City Mayor shall be responsible for the development and incorporation of computer-based information systems into the management of the different offices in the City.  As such, it shall:

1.   Formulate and institute management control and procedure through information technology.

2.   Develop system that will serve as guide for top management in decision making, program/project evaluation and performance monitoring.

3.   Serve as link in the networking plan of the office and act as advisory group in Information Technology Development. <top>

A. 2.   COMMUNITY AFFAIRS AND COOPERATIVE SERVICE DIVISION

Under general supervision, plans, coordinates, and supervises different community programs of activities relative to barangay affairs including cultural community activities; evaluate on going community projects; makes recommendations and/or suggestion to the Local Chief Executive on matters affecting the general welfare and development of the different barangays; initiates and undertakes devolved cooperative functions and develop cooperativism awareness in the barangay; coordinate with NGOs and NGAs as regard to implementation of various programs and projects affecting the community. <top>

A.3.    PUBLIC INFORMATION AND PROMOTION OFFICE

         The City Information Promotions Division, under the Office of the City Mayor, takes charge of Public Information and shall also:

1.    Formulate measures for the consideration of the Sangguniang Panlungsod and provide technical assistance and support to the local Chief Executive in providing information and research data required for the delivery of basic services and provision of adequate facilities so that the public becomes aware of said services and may fully avail of the same;

2.    Develop plans and strategies and upon approval thereof by the local chief executive, implement the same, particularly those which have to do with the public information and research data to support programs and projects which the local chief executive is empowered to implement and which the Sangguniang Panlungsod is empowered to provide for under the new Local Government Code of 1991 or Republic Act 7160;

3.    Be in the front line in providing information during the aftermath of manmade and natural calamities and disasters, with special attention to the victims thereof, to help minimize injuries and casualties during and after emergency and to accelerate relief and rehabilitation;

4.    Recommend to the Sangguniang Panlungsod and advise the local chief executive on all matters relative to public information and research data as it relates to the total socio-economic development of the local government unit.<top>

A.4.    LIBRARY SERVICES

The Office of the City Mayor-Library Services shall assist the City Mayor in the performance of his functions in relation to public information through maintenance of an efficient and effective library services.

A.5.    TOURISM, TRADE AND INDUSTRY DIVISION

The Tourism, Trade and Industry Division under the Office of the City Mayor shall be responsible in the implementation of various tourism projects/programs of the LGU concerned which will include the following activities:

1.    Massive tourism promotion/information drive geared toward the projection of a peaceful, progressive and investment rich city;

2.    Intensification of quality production output in the celebration and commemoration of major cultural historical and religious events through effective management and wider participation;

3.    Formulate programs for the rehabilitation/ preservation and development of the City's historical and cultural heritage/ landmark through responsible and viable economic program.<top>

A. 6.   PERMITS, LICENSE, PROCESSING AND RECORDS DIVISION

To assist the City Mayor in carrying out his duties of initiating and maximizing the generation of resources and revenues and apply the same to the implementation of development plans, programs, objectives and priorities.<top>

A.7.    HUMAN RESOURCE MANAGEMENT DIVISION

The Human Resource Management Division under the Office of the City Mayor shall be responsible in the implementation of the personnel program and development of the LGU concerned and, under the General Supervision shall:

1.    Formulate programs for a continuing career and personnel development at all levels that shall create an environment conducive to the development of personnel skills talents and values of better public service;

2.    Prepare a career and personnel development plan such as merit, promotions, performance evaluation, training, incentive award systems and other human resource related services;

3.    Coordinate and supervise the implementation of various laws, rules regulations and policy issuances made by competent authorities.<top>

A.8.    PUBLIC EMPLOYMENT SERVICE

1.    Develop labor and employment plans and strategies and, upon approval of the Mayor, implement the said plans and strategies to ensure the delivery of basic services relative to labor and employment programs/projects.

2.    Disseminate information or provide the mechanism through which the various employment promotion/creation programs of the DOLE and that of other agencies are made available in one roof to enable all types of clientele to know more about them and ultimately to seek assistance on employment and income opportunities.

3.    Assist the Mayor in the delivery of basic services and facilities including the establishment of information services on investments and job placements information systems.

4.    Coordinate with the various government agencies and non-government organization sin the promotion of labor and employment programs/projects.

5.    Be in the front line in the delivery of basic services relative to labor and employment information and job placement systems.

6.    Provide various employment promotion/creation programs and efficient delivery of services relative to employment information and job placement systems.<top>

A.9.    CITY ADMINISTRATOR OFFICE

1.    Develop plans and strategies and upon approval thereof by the City Mayor, implement the same particularly those which have to do with the management and administration-related programs and projects which the Mayor in empowered to implement and which the Sangguniang is empowered to provide for under this Code;

2.    In addition to the foregoing duties and functions; the administrator shall:

a.    Assist in the coordination of the work of all the officials of the local government unit, under the supervision, direction and control of the City Mayor and for this purpose, he may convene the chiefs of offices and other officials of the local government unit;

b.    Establish and maintain a sound personal program for the LGU designed to promote career development and uphold the merit principle in the local government service;

c.     Conduct a continue organization development of the local government unit with the end in view of instituting effective administrative reforms;

d.    Execute and monitor the implementation of the ADP/AIP Projects

3.    Be in the front line of the delivery of administrative support services particularly those which are related to the situations during and in the aftermath of man-made and natural disasters and calamities;

4.    Recommend to the Sangguniang and advise the City Mayor on all other matters relative to the management and administration of the Local Government Unit; and

5.    Exercise such other powers and perform such other duties and functions as maybe prescribed by law or ordinance.<top>

A.10.  OPERATION OF MARKET

1. Exercise direct and immediate supervision, administration and control over public markets and personnel thereof, including those duties that concern the maintenance and upkeep of the market and other pertinent rules and regulations;

2. Maintain the security of the market premises; and

3. Collect Market Fees.<top>

A.11.  OPERATION OF SLAUGHTERHOUSE

1.  Exercise direct and immediate supervision, administration and control over public slaughterhouses and personnel thereof, as well as the maintenance and upkeep of all physical resources consisting of the slaughterhouse proper premises, structures and facilities;

2.  Maintain the security of the slaughterhouse premises;

3.  Collect Slaughterhouse fees.<top>

B.  SANGGUNIANG PANLUNGSOD 

Function:  General Public Service

The Sangguniang Panlungsod, as the legislative Body of the City, shall enact ordinances, approve resolutions and appropriate funds for the general welfare of the city and its inhabitants.  It shall further exercise the functions enumerated under Sections 16 and 458 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991.<top>

C. CITY PLANNING AND DEV'T. OFFICE

Function:      General Public Service

1. Formulate integrated economic, social, physical, and other development plans and policies for consideration of the local government development council;

2. Conduct continuing studies, researches, and relevant training necessary to evolve plans and programs for implementation;

3. Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;

4. Monitor and evaluate the implementation of the different development programs, projects in this local government unit in accordance with the approved development plan;

5. Prepare comprehensive plans and other development planning documents for the consideration of the development council;

6. Analyze the income and expenditure patterns and formulate and recommend fiscal plans and policies for consideration of the finance committee of the local government unit concerned as provided under Title Five, Book II of this code;

7. Promote people participation in development planning within this local government unit and

8. Exercise supervision and control over the secretariat of the local development council.<top>

D. OFFICE OF THE CIVIL REGISTRY 

Function:   General Public Service

In accordance with Book II of R.A. 7160, otherwise known as the Local Government Code of 1991, the City Civil Registrar shall exercise the following powers and duties, viz:

1. Shall be responsible for civil registration and other pertinent laws, rules and regulations issued; and

2. Develop plans and strategies upon approval of those which have to do with Civil Registry programs and projects which the Mayor is empowered to implement and which the Sangguniang is empowered to provide.<top>

E. OFFICE ON GENERAL SERVICES

Function:  General Public Service

In accordance with Section 490 (b) and (c) of the New Local Government Code (Republic Act No. 7160), the General Services Officer shall take charge of the Office of the General Services and shall:

1. Formulate measures for the consideration of the Sangguniang and provide technical assistance and support to the City Mayor in carrying out measures to ensure the delivery of basic services and provision of adequate facilities;

2. Develop plans and strategies and upon approval thereof by the City Mayor, implement the same, particularly those which have to do with General Services supportive of the welfare of the inhabitants which the City Mayor is empowered to provide for;

3. Take custody of and be accountable for all properties, real or personal, owned by the local government unit and those granted to do it in the from of donation, reparation, assistance and counterpart of joint projects.

4. Collate and disseminate information regarding prices shipping and other costs of supplies and other items commonly used by the local government unit;

5. Perform archival and record management with records of offices and the departments of the local government unit;

6. Perform all other functions pertaining to supply and property management heretofore performed by the local government treasurer and enforce policies on records creation, maintenance and disposal;

7. Be in the front line of general services related activities, such as the possible or imminent destruction or damage to records, supplies, properties and structures and the orderly and sanitary clearing up of waste materials or debris, particularly during the aftermath of man-made and natural disasters and calamities;

8. Recommend to the Sanggunian and advise the City Mayor, on all other matters relative to general services; and

9. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.<top>

F. CITY BUDGET OFFICE

In accordance with Section 316, Section 344, Section 360, 364 and Section 475 (b) and (c) of the New Local Government Code (Republic Act No. 7160), the budget officer shall take charge of the budget office and shall:

1. Exercise all the functions provided under Section 316, as a member of the Local Finance Committee;

2. Certify on vouchers as to the existence of appropriation that has been legally made for the purpose;

3. Certify on very requisition showing that an appropriation has been legally made for the purpose;

4. Determine the terms and conditions of the contract or undertaking, as a member of the Committee on Awards.

5. Prepare forms, orders and circulars embodying instructions on budgeting and appropriation matters for the signature of the Mayor;

6. Review and consolidate the budget proposals of different departments and offices of the local government unit;

7. Assist the Mayor, in the preparation of the executive budget and during budget hearings;

8. Study and evaluate budgetary implications of proposed legislation and submit comments and recommendation thereon.

9. Submit periodic budgetary reports to the Department of Budget and Management;

10. Coordinate with the treasurer, accountant and the planning and development coordinator for the purpose of budgeting;

11. Assist the Sanggunian in reviewing the annual and supplemental budgets of the barangays under the jurisdiction of the city;

12. Evaluate allotment request and submit his recommendation to the City Mayor;

13. Analyze trial balances and other financial reports as maybe necessary in the fulfillment of the budget functions;

14. Coordinate with the planning and development coordinator in the formulation of the local government unit development plan;

15. Maintain records and control of appropriations and releases of allotments of the different offices;

16. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.<top>


G. CITY ACCOUNTING AND INTERNAL AUDIT SERVICES

The City Accounting and Internal Audit Services, created pursuant to the provision of Section 474 of Local Government Code (4.A. 7160), takes charge of the accounting and internal audit services of the City Government and such other functions to wit:

1. Install and maintain an internal audit system in this local government unit;

2. Prepare and submit financial statements to the Governor or Mayor, as the case may be, and to the Sangguniang;

3. Appraise the Sanggunian and the local government officials on the financial condition and operation of this local government unit.

4. Certify to the availability of budgetary allotment to which expenditures and obligations may be properly charged;

5. Review the supporting documents before preparation of vouchers to determine completeness of requirements;

6. Prepare statement of cash advances, liquidation, salaries, allowances, reimbursements and remittances pertaining to the local government unit;

7. Prepare statement of journal vouchers and liquidation of the same and other adjustments related thereto;

8. Post the individual disbursements to the subsidiary ledger and index cards;

9. Maintain individual ledgers for officials and employees of the local government unit pertaining to payrolls and deductions;

10. Record and post in index cards details of purchased furnitures, fixtures, and equipment, including disposal thereof, if any;

11. Account for all issued request for obligations at the same time, maintain and keep all the records and reports related thereto;

12. Prepare journals and the analysis of obligations and maintain and keep all the records ad reports related thereto;

13. Exercise such other powers and perform such other duties and functions as may be provided by law or ordinance.<top>


H. CITY TREASURY OFFICE

1. Perform effective collection of local taxes and fees due the City Government;

2. Advise the City Mayor, the Sangguniang Panlungsod and other local government and national officials regarding disposition of local government funds;

3. Take custody and exercise proper management of the funds of the city;

4. Take charge of the disbursement of all local government funds and such other funds, the custody of which may be entrusted to him by law or other competent authority;

5. Maintain and update tax information system of the city; and

6. Inspect private commercial and industrial establishments in the city in relation to implementation of tax ordinance re-tax enforcement.<top>


I.  CITY ASSESSOR'S OFFICE

In accordance with the Local Government Code of 1991, the City Assessor who is the officer in charge in the appraisal and assessment of real property in the City of Cotabato shall exercise the following powers and duties provided for under Book II of RA 7160, as viz:

1. Establish a systematic method of real property assessment;

2. Install and maintain a real property identification and accounting system conforming to the standard prescribed by the Secretary of Finance.

3. Prepare, install and maintain a system of tax mapping showing geographically all properties subject to assessment in the City of Cotabato and gather all necessary data concerning the same;

4. Make frequent physical surveys to check and determine whether all real properties within the locality are property listed in the assessment rolls;

5. Appraise all items of real property based on current value in accordance with the code and conduct regular ocular inspection trips to determine if all properties are assessed correctly; and

6. Shall exercise all other functions as provided for under Section 472 of the Local Government Code of 1991 (R.A. 7160).<top>


J.  OFFICE FOR LEGAL SERVICES

1. Formulate measures and legally assist and support the Local Chief Executive in carrying out the delivery of basic services and in the provision of adequate facilities as provided by law;

2.          Development and implementation  of the plans, strategies on programs and projects in relation to legal services;

3. Represent the City and its officials in civil actions and special proceedings;

4. Render legal opinion on questions of law and prepare contracts, bonds and other instruments involving any interest of the LGU; and provide comments and recommendations on any instruments already drawn;

5. Investigate or cause the investigation of any local official or employee for administrative neglect or misconduct in office; or any person, firm, corporation holding any franchise or exercising any public privilege for failure in complying its terms and conditions;

6. Initiate or prosecute in the interest of the city any civil action or any breach or violation of law; and

7. Exercise such other powers and perform such other duties and functions as prescribed by law.<top>


K. OFFICE ON HEALTH SERVICES

Function:  General Public Service

Fund/Special Account:   General Fund

The devolution of Health Services/ functions from the DOH to the Local Government had given a new dimension to the implementation of various health and sanitation programs aside from the enforcement of health and sanitation programs aside from the enforcement of health related and sanitation laws and ordinances.  This resulted to bigger challenges to the City Government of Cotabato especially to the Office on Health Services which is given the enormous task of improving to its constituents viz-a-viz ensuring continued vigilance in the prevention of possible outbreak of dreaded diseases or epidemic.

The Office on Health Services intend to intensify its health and sanitation campaigns and envision to improve the delivery of basic health programs to it's constituents targeting specifically the poorest of the poor and the hard-to-reach areas of the city.

It likewise programmed to make available the Main Health Center's (OHS Main Clinic) services and facilities to all City Government Employees.<top>


J.  OFFICE ON SOCIAL WELFARE ANDDEVELOPMENT SERVICES

Function:  General Public Service

Fund/Special Account:   General Fund

Sustainable development is directed towards the socio-economic upliftment and community participation of identified individuals, families and communities of Cotabato City.<top>


K.  OFFICE FOR VETERINARY SERVICES

Function:  General Public Service

Fund/Special Account:   General Fund

1. Provides technical assistance to the Local Chief Executive in the delivery of basic services;

2. Provides advise to the Local Chief Executive on all matters pertaining to the slaughter of animals for human consumption and on agriculture matters;

3. Regulates keeping of domestic animals and the inspection of poultry, milk and dairy products for public consumption;

4. Enforces all laws and regulations against cruelty to animals; relating to agriculture and aqua culture.

5. Regulates the operation of slaughterhouse;

6. Initiates programs on the eradication and prevention of all forms of animals, plant and fish diseases;

7. Assists the City Mayor in the establishment and extension services of demonstration farms or livestock, poultry, aqua culture and marine products;

8. Recommends to the Sangguniang Advice the Local Chief Executive on all matters related to agriculture and aqua-culture and marine products;

9. Coordinates with NGA'S and NGO's which promote agricultural activity through appropriate technology compatible with environmental integrity;

10. Takes charge of the procurement and distribution of livestock and poultry, agricultural and aqua cultural inputs supportive for farmers and fishermen.<top>


L.  CITY ENGINEERING OFFICE

Function:  General Public Service

Fund/Special Account:   General Fund

1. The Department is tasked with the responsibility to administer, coordinate, supervise and control the construction, maintenance, improvement and repair of roads, bridges and other engineering and public works projects of the Local Government Unit;

2. To advise the Local Chief Executive on infrastructure, public works and other related engineering matters;

3. To provide engineering services, including investigation, surveys, engineering designs, feasibility studies and project management; and

4. It is also tasked to review and recommend changes in policies, objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the LGU.<top>
