WHEREAS, the Acquired Immune Deficiency Syndrome (AIDS) as dreaded disease is now a worldwide problem causing human sufferings, economic loss in terms of the medical expenses and loss of productivity;
WHEREAS, one of the major concerns of the City Government of Cotabato is to promote and protect the health, safety and general welfare of its constituents, especially in view of reports that there are AIDS and HIV-related cases in the city;
WHEREAS, there is a need to constitute a local AIDS Council to oversee an integrated and comprehensive approach to HIV/AIDS prevention and control in the City of Cotabato;
NOW, THEREFORE, I, JAPAL J. GUIANI, JR., Mayor of the City of Cotabato, by virtue of the powers vested in me by law, hereby orders the creation of the Cotabato City AIDS/HIV Council.
SECTION 1. Functions. — The Council shall be the central advisory, planning and policy-making body for the comprehensive and integrated HIV/AIDS prevention and control program in the City of Cotabato. The Council shall perform the following functions:
(a) Institution of an HIV/AIDS information and education program;
(b) Establish a comprehensive HIV/AIDS monitoring system;
(c) Develop a comprehensive long-term HIV/AIDS prevention and control program and monitor its implementation;
(d) Coordinate the activities of and strengthen working relationships between government and non-government agencies involved in the campaign against HIV/AIDS;
(e) Coordinate and cooperate with non-government organizations, civic organizations and people's organizations regarding data collection, research and treatment modalities concerning HIV/AIDS; and
(f) Evaluate the adequacy of and make recommendations regarding the utilization of national resources for the prevention and control of HIV/AIDS in Cotabato City.
SECTION 2. Membership and Composition. — (a) The Council shall be composed of the following:
SECTION 3. Fund Support. The Council shall be provided with funding support to be taken from any available source deemed appropriate.
SECTION 4. Repealing Clause. All issuances, memoranda and special others issued inconsistent herewith are hereby superseded, repealed and amended accordingly.
SECTION 5. Effectivity. This Executive Order shall take effect immediately.
