EXPANDING THE COMPOSITION OF THE EARLY CHILDHOOD CARE AND DEVELOPMENT (ECCD) COORDINATING COMMITTEE OF
COTABATO CITY AND ORGANIZING ITS
TECHNICAL WORKING GROUP (TWG)

WHEREAS,Republic Act No. 8980 (Early Childhood Care and Development Act) promulgates a comprehensive policy and national system for children from 0 to 6 years old;

WHEREAS, Section 8 (XI) of RA 8980 requires the organization of the National ECCD Coordinating Committee and coordinating committees at all levels except in the barangays where the Barangay Council for the Protection of Children (BCPC) already exists;

WHEREAS, Cotabato City believes in a holistic approach in the protection against all forms of abuse and exploitation, and the development of all children through a strong partnership between and among government agencies, non-government organizations and the private sector;

WHEREAS, in support to all the programs for children, there is a need to reconstitute the Early Childhood Care and Development (ECCD) Coordinating Committee of Cotabato City.

NOW, THEREFORE, I, JAPAL J. GUIANI, JR., Mayor of Cotabato City, by virtue of the powers vested in me by law, do hereby order expansion of the composition of the Early Childhood Care and Development (ECCD) Coordinating Committee of Cotabato City and organizing its Technical Working Group with the following:

SECTION 1. Composition. The Council for the Protection of Children shall be composed of the following:

SECTION 2. Functions and Responsibilities of the ECCD Coordinating Committee

a. Coordinate and monitor the delivery of services at the barangay level.

b. Support and complement the resources available to barangays in the expansion and improvement of ECCD programs.

c. Develop and implement a Human Resource Development Program for ECCD service providers and supervisors at the city and barangay levels.

d. Facilitate the accreditation process of ECCD programs and services in coordination with the national government line agencies concerned.

e. Ensure proper documentation of service delivery and accurate reporting and timely submission of such reports to the Regional Committee for the Welfare of Children (RCWC) of the Regional Development Council (RDC) which assumes the function as an extension of the National ECCD Coordinating Committee.

f. Establish and maintain an ECCD database.

g. Prepare a City ECCD Program and Plan of Action and its corresponding Annual Investment Plan for submission to the RCWC.

h. Organize and strengthen the BCPC.

i. Implement the early screening and intervention program for children with disabilities and other special needs at the barangay and city levels.

j. Mobilize and encourage private sector initiatives for the establishment of ECCD programs.

k. Provide technical assistance to Water Sanitation and Hygiene (WASH) in all day care centers and preschools.

l. Recommend and support the passage of local legislation by the Sangguniang Panlungsod relative to ECCD programs and services.

m. Provide support or subsidy for the improvement and expansion of ECCD programs and services in the barangays.

n. Such other functions as the National ECCD Coordinating Committee may direct.

SECTION 3. Secretariat. The Secretariat of the City ECCD Coordinating Council shall be the Office on Social Welfare and Development Services (OSWDS). It shall coordinate and monitor the effective implementation of ECCD programs in the city. It shall be headed by the City Social Welfare and Development Officer who shall, at the same time, act as the city's ECCD Action Officer.

SECTION 4. Funding. The funding for the Council shall be subject to appropriate project proposals charged against available sources as may be provided by law.

SECTION 5. Repealing Clause. All orders, issuances and memorandum issued inconsistent herewith are hereby repealed and/or modified accordingly.

SECTION 6. Effectivity. This Executive Order shall take effect immediately.
