EO 135 - Creating the Task Force on Real Property Delinquency

WHEREAS, there is a need to inventory, identify and cleanse the records on delinquent real properties in the city and to assess and evaluate their status and conditions;

WHEREAS, the tax delinquencies are enormously increasing yearly, some of which are no longer collectible;

WHEREAS, in order to effectively strengthen the collection efforts on tax delinquency, there is an urgent need for the creation of a task force to address the issue;

NOW, THEREFORE, I, JAPAL J. GUIANI, JR., by virtue of the powers vested in me by law as City Mayor, do hereby order the creation of a Task Force on Real Property Delinquency, as follows:

SECTION 1. COMPOSITION. The Task Force on Real Property Tax Delinquency shall be composed of the following:

Chairman            -   City Assessor
Vice Chairman     -   City Treasurer
Members             -   City Legal Officer
State Auditor, Commission on Audit
City General Services Officer
President, Liga ng mga Barangay

SECTION 2. TECHNICAL WORKING GROUP. There shall be created a Technical Working Group (TWG) to assist the Task Force in the discharge of its functions whose composition shall be the following:

Chairman           -   Assistant City Assessor for Operations
Vice Chairman    -   LTOO IV, Real Property Tax Division, CTO
Members            -   Representative, Office on Legal Services
Representative, Commission on Audit
Representative, Office on General Services
Representative, Liga ng mga Barangay
Secretariat          -  The (3) representatives from the Office of the City Assessor


SECTION 3. FUNCTIONS. The Task Force shall have the following duties and responsibilities, to wit:

a. Conduct thorough inventory and identification of all real property tax delinquencies in the city.

b. Facilitate the sorting of properties and its owners that are no longer existing, roads and alleys, demolished infrastructures, etc.

c. Recommend real properties subject for cleansing and dropping from the taxable roll.

SECTION 4. REPEALING CLAUSE. All previous Executive Orders inconsistent herewith are hereby repealed and modified accordingly.

SECTION 5. EFFECTIVITY. This Executive Order shall take effect immediately.
