EO 138 - Creating the Millennium Development Goal - Family Based Actions on Children and their environs in the Slums...

CREATING THE MILLENNIUM DEVELOPMENT GOAL – FAMILY-BASED ACTIONS ON CHILDREN AND THEIR ENVIRONS IN THE SLUMS (MDG-FACES) CITY CORE TEAM (CCT), PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES.

WHEREAS, in 2000, the Government of the Republic of the Philippines, along with 189 UN member-states, signed and committed to the achievement of the eight Millennium Development Goals;

WHEREAS, the MDGs play a significant role in eradicating poverty and other deprivations, and in promoting social justice through international cooperation and development efforts;

WHEREAS, being at the forefront of urban services delivery, the role of local governments in the realization of the MDGs specially in improving the lives of slum dwellers is very important;

WHEREAS, the human face of poverty is best manifested among the children in the slums because they become the locus that helps trigger collateral impact on the household as a whole and the slum community at large;

WHEREAS, recognizing the critical role that families and communities play in providing for the child's needs, ensuring his welfare, and monitoring his development, the UN-Habitat, UNDP and Local Government Academy, Department of the Interior and Local Government, League of Cities of the Philippines initiated the Family-Based Actions for Children and Their Environs in the Slums (FACES) an anti-poverty mechanism directed towards children living in urban poor communities; and

WHEREAS, implementing a FACES project at the city level involves and demands the leadership of the Office of the City Mayor as prime mover and lead agency whose job it is to issue an Executive Order instructing government agencies involved to make available human and material resources for the FACES project.

NOW, THEREFORE, I, JAPAL J. GUIANI, JR., Mayor of the City of Cotabato, by authority vested in me by law, do hereby order the organization and composition of MDG-FACES City Core Team (CCT):

SECTION 1. Composition of the MDG-FACES CITY CORE TEAM.  The following shall hereby compose the CCT:

SECTION 2.  Functions of the CCT

a. As the program manager, it is responsible for the over-all supervision and implementation of programs, projects, activities and services of FACES in Cotabato City.

b. It shall act as the overall coordinator and facilitator of communication between and among all stakeholders at the city level.

c. The CCT shall be responsible for linking the beneficiary community, families and children to all the participating agencies and organizations. (Whatever problems or needs arise or brought up in the family and community level are conveyed by the CCT to the concerned participating agency, organization or institution for appropriate action.)

SECTION 3. SECRETARIAT. The Office on Social Welfare & Development Services shall provide two (2) personnel to compose the Secretariat that will be responsible for recording and documentation.

SECTION 4 - Effectivity - This Executive Order shall take effect immediately.
