CREATING THE COTABATO CITY CENSUS COORDINATING BOARD AND DEFINING ITS TERMS OF REFERENCE

 

WHEREAS, Republic Act No. 10625, otherwise known as the Philippine Statistical Act of 2013, states that the Philippine Statistical Authority (PSA) shall prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy;

WHEREAS, to ensure the successful conduct of the census, the citizenry must be called upon to support and cooperate in the Census of Population (POPCEN) by providing complete and correct information to census enumerators;

WHEREAS, recognizing the increasing importance of the census data in meeting data needs at the lowest geographical level, the assistance provided by government agencies, government owned and controlled corporations, as well as local government units to the PSA is instrumental to the success of census undertakings;

WHEREAS, the PSA Board on November 21, 2014 Resolution No. 09 mandating the composition of Census Coordinating Boards for all local government units, including their respective terms of references;

NOW, THEREFORE, I, JAPAL J. GUIANI, JR., Mayor of the City of Cotabato, by authority vested in me by law, do hereby order the organization and composition of the Cotabato City Census Coordinating Board and defining its terms of reference:

SECTION 1. Composition. Composition of the Cotabato City Census Coordinating Board:

SECTION 2.  Terms of Reference. The Cotabato City Census Coordinating Board shall have the following duties and responsibilities:

a. Assess the needs of the Philippine Statistical Authority (PSA) in the city in terms of facilities (transportation, communications, training and lodging), security, publicity, and other logistics.

b. Provide transportation for the distribution/delivery of census materials and supplies and transmittal of census returns before, during and after the census operations.

c. Provide communications facilities for use of census personnel.

d. Provide venues/facilities for the training of census personnel.

e. Provide temporary office/room/space that will serve as headquarters of census personnel or storage area for census materials and supplies for the duration of the census operations.

f. Provide facilities for the lodging of census personnel assigned in areas outside their official station.

g. Conduct publicity and information campaign on the forthcoming census.

h. Assist the PSA in the census operations to ensure complete coverage of the city.

i. Provide security/guide to census personnel and materials.

j. Enlist the cooperation of barangay officials in the census operations.

k. Refer to the Regional Census Coordination Board which cannot be resolved in the city level.

l. Take up other matters as may be specified by the Regional Census Coordination Board or as necessary for the successful conduct of the census.

SECTION 3. SECRETARIAT. The Office of the City Civil Registrar shall provide two (2) personnel to compose the Secretariat that will be responsible for recording and documentation of the proceedings of the meetings of the Board

SECTION 4 - Effectivity - This Executive Order shall take effect immediately.
