REORGANIZING THE LOCAL HEALTH BOARD OF COTABATO CITY
 

WHEREAS, the Local Health Board (LHB) is a special body created by virtue of Republic Act No. 7160 whose main duty is to guarantee equitable, sustainable and quality health for all, especially the poor;

NOW THEREFORE, I, ATTY. FRANCES CYNTHIA J. GUIANI-SAYADI, Mayor of the City of Cotabato, by virtue of the powers vested in me, by law, do hereby order that the composition of the Local Health Board (LHB) be reorganized.

SECTION 1. Composition. The Local Health Board (LHB) shall be composed of the following:

SECTION 2. Powers and Functions. The Local Health Board shall:

a. Propose to the Sangguniang Panlungsod, in accordance with the standards and criteria set by the Department of Health (DOH) , annual budgetary allocation for the operation and maintenance of health facilities and services in the city;

b. Serve as an advisory committee to the Sangguniang Panlungsod on health matters such as, but not limited to, the necessity for, and application of local appropriations for public health purposes; and

c. Advice the City Health Office on matters such as, but not limited to, technical and administrative standards of the Department of Health (DOH), personnel selection and promotion, bids and awards, grievance and complaints, personnel discipline, budget review, operations review and similar functions.

d. Serve as an advisory body for the City Mayor on the compliance by medical practitioners and hospitals with the Philippine Medical Association’s “Declaration on The Rights and Obligations of the Patient.”

e. Propose to the City Mayor the undertaking of programs and projects in support of the overall health thrust of the national government.

SECTION 3. Meetings and Quorum-

(1) The Local Health Board shall meet at least once a month or as often as may be necessary.

(2) A majority of the members of the Board shall constitute a quorum, but the Chairman or the Vice Chairman must be present during meetings where budgetary proposals are being prepared or considered. The affirmative vote of a majority of the members shall be necessary to approve such proposals.

SECTION 4. Compensation and Remuneration – The Chairman, Vice Chairman and members of the Local Health Board shall perform their duties as such without compensation or remuneration.

SECTION 5. Repealing Clause. All other order, issuances and memoranda issued inconsistent herewith are hereby repealed or modified accordingly.

SECTION 6. Effectivity. This Executive Order shall take effect immediately.
