EO 191 - Composition of the Planning Team for the Updating of the Comprehensive Development Plan (CDP)

NAMING THE COMPOSITION OF THE PLANNING TEAM FOR THE UPDATING OF THE COMPREHENSIVE DEVELOPMENT PLAN FOR COTABATO CITY (2017-2022)

WHEREAS, Republic Act 7160, otherwise known as the “Local Government Code of 1991”, mandates local government units to prepare multi-sectoral development plans that shall embody programs and projects, among others, for the general welfare of constituents;

WHEREAS, under the same Code, LGUs must prepare two (2) comprehensive plans: the Comprehensive Land Use Plan and the Comprehensive Development Plan; where other sectoral and national plans must be integrated;

WHEREAS, the Comprehensive Development Plan of the city covering the period 2010-2016 has lapsed, thus, needs updating taking into account pertinent guidelines;

WHEREAS, the Department of the Interior and Local Government (DILG) developed the Enhanced Guide to Comprehensive Development Plan (CDP) for the Local Government Units, as a reference guide on procedures, tools and techniques in the preparation of the Comprehensive Development Plan (CDP);

WHEREAS, JMC No. 01 s. 2007 of the DILG, the National Economic and Development Authority (NEDA), the Department of Budget and Management (DBM), and the Department of Finance (DOF) provides for the synchronization and harmonization of planning, investment, programming, revenue administration, and budgeting and expenditure management at the local level;

WHEREAS, there is a call for enhancement of the Comprehensive Development Plan, mainstreaming Disaster Risk Reduction and Management as well as Climate Change Adaptation;

NOW, THEREFORE I, ATTY. FRANCES CYNTHIA J. GUIANI-SAYADI, Mayor of Cotabato City, by virtue of the powers vested in me by law, do hereby order the following:

SECTION 1. Composition of the Planning Team, Secretariat and Sectoral Committees for the Updating of CDP (2017-2022)

SECTION 2. Specific Duties and Responsibilities

1. Planning Team

a. Set development directions for the next 6 years (2017-2022), recommend strategy, programs and projects for prioritization;

b. Supervise the conduct and progress of team activities;

c. Conduct of various multi-stakeholder consultation meetings/validation workshops;

d. Present the Draft CDP to the LCE and Sangguniang Panlungsod and to other stakeholders for approval and proper endorsement;

e. Attend meetings of the Planning Team, for valid reason the member cannot attend, he/she must designate a permanent representative who may decide on matters in behalf of the members;

f. Perform such other functions as may be required by the Local Chief Executive towards the completion, adoption, popularizing, implementing and monitoring the Comprehensive Development Plan.

2. Secretariat

a. Prepare the materials in connection with the presentation of the Work Plan and Budget and subsequently monitor the implementation of the approved work plan and budget and ensure adherence to it;

b. To assist the Planning Team and Sectoral Committees in the conduct of consultation meetings/validation workshops and give recommendations and actions whenever necessary;

c. Ensure the proper documentation and management of all the activities, provide working papers and process outputs for a smooth flow of operation;

d. Package the final draft of CDP

3. Sectoral Committees

a. Gather and review available sectoral plans and other secondary data sources required in the development of the CDP;

b. Assist the Planning Team and the Secretariat in drafting and finalizing the CDP;

c. Provide recommendations necessary for the formulation of the CDP;

SECTION 3. All orders and issuances inconsistent herewith are hereby repealed

SECTION 4. This Order shall take effect immediately.
