ORGANIZING THE EXPANDED UGNAYAN NG MGA BARANGAY AT SIMBAYAN TECHNICAL WORKING GROUP (UBAS-TWG)/MASA MASID MONITORING GROUP IN COTABATO CITY

WHEREAS, Article II, Section 23 of the 1987 Philippine Constitution stated that, “The State shall encourage non-governmental, community-based, or sectoral organization that promotes the welfare of the nation;

WHEREAS, in Section 3 (1) of Republic Act No. 7160, also known as the Local Government Code of 1991, stated that “The participation of the private sector in local governance, particularly in the delivery of basic services, shall be encouraged to ensure the viability of local autonomy as an alternative strategy for sustainable development” and in Section 35, stated that, “Local government units may enter into joint ventures and such other cooperative arrangements with people’s and non-governmental organizations to engage in the delivery of certain basic services, capability building…”;

WHEREAS, DILG Memorandum Circular No. 2016-116 entitled “Implementation of MASA MASID (Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Illegal na Droga)” specified that “the MASA MASID program is a community-based initiative to engage volunteers in the fight against criminality, corruption and illegal drugs. This program adopts a multi-sectoral and mass-based approach to ensure an effective war against illegal drugs and illegal drug-related crimes;

WHEREAS, the expanded UBAS City Technical working Group (TWG)/MASA MASID Monitoring Group will serve as the social facilitator. The Team will be responsible in convening, organizing, training and mobilizing the MASA MASID Team at the barangay level;

NOW, THEREFORE I, ATTY. FRANCES CYNTHIA J. GUIANI-SAYADI, Mayor of Cotabato City, by virtue of the powers vested in me by the Constitution and by the laws do hereby order and direct the following:

SECTION 1. COMPOSITION. The Cotabato City Expanded Ugnayan ng mga Barangay at Simbahan-Technical Working Group (UBAS-TWG)/masa masid Monitoring Group is hereby organized to be constituted by the following:

SECTION 2. SECRETARIAT. The following representatives of the City Anti-Drug Abuse Council (CADAC) shall act as the Secretariat:

SECTION 3. Roles and Functions of the expanded UBAS City Technical Working Group. The Expanded UBAS Technical Working Group shall have the following functions:

a. Convene and mobilize the MASA MASID Team.

b. Provide appropriate technical and administrative assistance to the program.

c. Implement a systematic monitoring and reporting mechanism.

d. Consolidate and submit reports to the DILG Region XII copy furnished the City Mayor, City DILG and the Cotabato City Police Office.

SECTION 4. Meetings. Regular meetings of the expanded UBAS-TWG shall be held at leas5t once a month on said dates, time and places as the Chairperson of the TWG designate in the notice.

SECTION 5. Repealing Clause. All issuances, orders and memoranda issued inconsistent herewith are hereby nullified and/or repealed.

SECTION 6. Effectivity. This Executive Order shall take effect immediately
