EO 196 - Institutionalizing the Organization and Activiation of an All-Ladies Emergency Response Team (ALERT)

INSTITUTIONALIZING THE ORGANIZATION AND ACTIVATION OF AN ALL-LADIES EMERGENCY RESPONSE TEAM (ALERT) IN COTABATO CITY

WHEREAS, recognizing that the economic, political, and sociocultural realities affect women's current condition, the State affirms the role of women in nation building and ensures the substantive equality of women and men;

WHEREAS, the State, in ensuring the full integration of women's concerns in the mainstream of development, shall provide ample opportunities to enhance and develop their skills, acquire productive employment and contribute to their families and communities to the fullest of their capabilities;

WHEREAS, the City Government of Cotabato adheres to and adopt the universal norms, principles and standards of humanitarian assistance and the global effort on risk reduction as concrete expression of the country's commitment to overcome human sufferings due to recurring disasters;

WHEREAS, the City Government of Cotabato is committed to ensure that disaster risk reduction and climate change measures are gender responsive, sensitive to indigenous know ledge systems, and respectful of human rights;

NOW THEREFORE, I, ATTY. FRANCES CYNTHIA J. GUIANI-SAYADI. By virtue of the powers vested in me as the Mayor of Cotabato City do hereby order the institutionalization of the organization and activation of an all-ladies emergency response team in Cotabato City and defining its duties and functions; to wit:

SECTION 1. COMPOSITION.

The All-Ladies Emergency Response Team (ALERT) shall be composed of lady personnel of the City Government of Cotabato who have undergone intensive training on search and rescue and first aid techniques.

The Team shall be headed by a Physician of the Office on Health Services (OHS).

SECTION 2. DUTIES AND RESPONSIBILITIES.

In the event of disaster response, the Team’s primary task is the safe retrieval and evacuation of female victims, including children.

In the event of an emergency, the Team shall report to the City Administrator and the City Disaster Risk Reduction and Management Officer (CDRRMO).

SECTION 5.REPEALING CLAUSE.

All orders, issuances and memoranda issued inconsistent herewith are hereby repealed and or modified accordingly.

 

SECTION 6. EFFECTIVITY.

This Order shall take effect immediately.
