SECTION 1. Composition.
SECTION 2. The Task Force is created purposely and exclusively in response to the abduction on October 8, 2010 of Mrs. Conchita Tan by still unidentified armed men.
SECTION 3. The Task Force shall handle the investigation and negotiations for the possible safe release and/or recovery of the kidnap victim.
SECTION 4. In view of the peculiarity of the situation, wherein the suspects are reportedly harboring outside the territorial jurisdiction of Cotabato City, it was deemed necessary that the 603rd Infantry Brigade, Philippine Army, lead in the search and rescue operations outside of the city. On the other hand, the Cotabato City Police Office and the Task Group Tugis will be the lead in all operations within the territorial boundaries of Cotabato City.
The Chairman shall apprise the City Mayor, every four hours, on the progress of the search and rescue operation. Upon completion and termination of its task, the Chairman shall submit a detailed report.
SECTION 5. The Honorable City Mayor shall be the only authorized person to issue press statements and communiqué relative to the functions of the Task Force.
SECTION 6. A Secretariat shall be organized to assist the Task Force in the handling of its records, documents and correspondence. It shall be headed by the Secretary to the City Mayor.
SECTION 7. This Executive Order shall take effect immediately.
